So, here's our situation. At our apartment, the Wi-Fi is terrible. We're in a cinder-block building and we think that's the biggest reason. I did a speed test today and our download speed is at 13 Mbps. It should be around 40 Mbps. What can I do to increase this?

The closer to the router and the fewer walls / floors the signal has to pass through will increase the speed. The other thing is if it’s  IPV4 or IPV6 connection. IPV6 is faster but may not be offered by your ISP provided.

Check whether the router might keep near the television/telephone or other electronic devices, else this inhibits the signal. Switching the Wi-Fi to a channel that your neighbors are not on can significantly boost it. Ask for better channel, if available. You can try to use a signal booster that helps to send stronger signals, if they allow. If possible, download/install Wi-Fi analyzer (small tool) and after running check status and according to this, this can help you to take more solid steps to overcome this issue.
