Generic answer: It depends.
If you want it highly confidential and encrypted, then get a firewall or use end point firewall to establish a VPN connection. This should cost anything additional if you have the stuff in place.

Example, if you want to establish a connection to a remote computer, use logmein or teamviewer. They are using a form of VPN connection.

Is it better to use a pvc for a remote connection or a vpn?

Please define "Better". Faster? Cheaper? Easier? More secure? Higher throughput?

Do you have to pay for a vpn connection?

It depends on how it gets created and what costs you count against it. They can be 'free' if you have appropriate software and some general networking knowledge, or you can buy VPN appliances. In general, once you have the pieces to set one up (hardware and/or software), the connections themselves don't cost anything beyond what you normally pay for basic connectivity. A VPN connection doesn't add to the cost of a connection. (Due to encryption, slightly higher numbers of packets must be sent; so it's possible to see slightly higher charges for an increase in data rates.)

OTOH, VPNs tend to be closer to "do it yourself". There can be higher costs associated with maintenance. If your configuration isn't right, you can spend a lot of time trying to get things right again.

Overall, it depends very much on what you mean by "better".
