    Astronomers answer is 100% correct, but in simple terms, a simple off-hook (short circuit) on loop start brings up dial tone. A ground start circuit needs an off-hook with a short ground on the line to bring up dial tone and lock in the circuit. Most PBX and electronic key systems have a provision for using either,
