Is it possible to create circular viewports?

Yes:

View-Viewports-Object

(you draw first a circle in paper space and then with above command you just click on circle, once asked by prompter).

ACAD Text screen dialogue will look like:

“Command: _-vports
Specify corner of viewport or
[ON/OFF/Fit/Shadeplot/Lock/Object/Polygonal/Restore/LAyer/2/3/4] <Fit>: _o
Select object to clip viewport: Regenerating model.”
