How can I show the security policies that are being applied to a specific Active Directory user or computer? Can I compare them to other users?

The best tool to help you do this is the Group Policy Management Console, available for free download from Microsoft. With this, you can either query the policy set (the Resultant Set of Policy) that has been applied to a user/computer combination (or either, separately) or you can model what policy would be applied if they were moved between OUs.

Alternatively, you can run RSOP or GPResult on the workstation/computer the user is logged on at, to see the currently applied settings.
