I am looking for a vendor solution that would permit a call to be placed to a cell phone and then a video solution or VOIP solution for conferencing to be performed over a wireless laptop.

Obviously, this involves smartphones like iPhone and Blackberry.

The ability to have multiple persons involved with streaming video would be nice but not necessary.  Would like something that has better quality than Skype.

Thanks. We'll let you know when a new response is added.

Have you looked into the WebEx Meeting Center solution yet?
Audio can be dialup oe VoiP and you can have multiple attendees. WebEx has just implemented High Quaility video this month so if you need HD you can get it with the basic package.
[WebEx Client for Android Released]

Hope this helps. If you need more information email me.
