vCPU guidelines — multiple vCPUs per virtual guest

What are the recommendations around assigning vCPU's to virtual guests. I've read a lot about vmware recommending to not use multiple vCPU's per virtual guest unless it`s really required. The general rule of them (this is from my consulting days also) is not to provide multiple CPUs to VMs unless the programs are multi-processor aware. There is no discernible benefit if not and sometimes, we’ve seen some performance degradation but that is related to the applications, not virtualization or any hypervisor.
