V4R5 console prooblem

Hello there, I have a V4R5 that I want to upgrade to V5R1. Unfortunately, the operation console is not working (even in V4R5). In an effort to set the console type using control panel function 65 and 21, the function 65 return D1008065, while the function 21 return FF. I want to know why function 21 return FF. How can I enable this ? (BTW, I have been following the instruction at http://publib.boulder.ibm.com/infocenter/iseries/v5r3/index.jsp?topic=/rzajr/rzajrfunctions6521.ht but I don't know if this apply to my V4R5 as well. Please comments. My V4R5 is a model 170 machine) Thanks for your attention!

I know that this may sound stupid but I had this issue at a previous place I worked and it turned out that all I needed to do was reboot the PC the OPS console was setup on….have you done that??

    Both the PC and AS400 has been rebooted for many times, but still no luck....

    FYI-Verify that all the pre-requisites are met for your PC per the IBM site(WINDOWS OS level, hardware required etc). I had a simiar issue and it turned out that we were at WIN2000 SP3 and IBM's script did not like it. When we went to SP4 we were fine. IBM also had a work around we had to deploy in the meantime. Make sure you have the latest build of OPS console you are supported on and make sure to patch it as well. If you have support with IBM they will ask for telcom logs that you can send as an email attatchment.
