 UTILIZE 4 PAIRS CAT 5 CABLE FOR 2 100TX DROPS
I am trying to figure out if that I can legally run a CAT 5 cable and use all four pairs to utilize 2 ethernet 100tx drops. If so is does that deviate from the IEEE 802 standard. If this is possible do both drops still have good quality 10/100 tx network drops.

Yes it can be done. At a prior company we did it all the time for every desk connection that needed two network connections at the desk. It worked great. I also do it at home currently for a phone line on one pair, and Ethernet on two of the other pair. I've never had a problem at home either. I'm not sure if it deviates from the IEEE 802 standard however.
