Can shadow copy be used on a windows server to backup the shadow copies off site? Or at least to another machine? Where are shadow copies stored? Can I manually copy them and restore from them? Is this a security issue?

It’s not a security issue more than efficiency. Shadow copies are stored on the local machine you have this feature enabled on and usualy store themselves on the same drive as the files you are shodow copying.

If you need an off site/ off local machine copy of things try using NT backup. It will work across different machines where i think that shadow copies may not.
