I’d like to use moderation and RMS for a couple of specific scenarios, including keyword based actions or based on identity of sender and recipient. Is that possible?

Yes, you can use combinations of transport rule predicates and actions to trigger moderation and RMS protection. For example, transport rules provide keyword and regular expression predicates to trigger actions. Additionally transport rules provide predicates that look at sender and recipient relationships (employee and manager) or Active Directory attributes (country, title, etc.).
