Using ISA 2004 to block the majority of sites and allow a few.

I am using ISA server 2004. In that, I have blocked a few sites. Now our requirement is allowing only few sites and blocking the rest. How can I? Please help me in this regard.

ISA processes rules from top to bottom so create the rule that denies *.* on top and as the last ones create the rules that allow the sites you want to be accessible.

Just to add, access should always be based on white list and not black list. “Allow” only what’s required and rest is denial by default.
