Does that also mean you have migrated the mailboxes out of the original exchange organization into a new (completely separate) exchange organization?

If that is the case, I would think that you wouldn’t see them in the global address list because that would only dynamically contain the people, contacts, and distribution lists in your current organization and forest. You could probably create custom recipients for each of these users– I would suggest using a script to do so though.
