- can you narrow it down to a particular subnet or accessing a particular application and/or server
- internal or Internet
- LAN or WAN
- intermittant or all the time
- any particular times of day & can that be matched with any scheduled activity
- any particular clients
- what has changed on the network recently

Please chosse any node where you are facing dealys, And run a packet capture
like Wireshark,
You may also use a Network anylazer[ many free softwares available] by configuring Netflow on switch if it support & check what kind of packets are flowing in your network and
you could surely find the reason creating delays.
Also check cables & Switch interfaces for errors & CRC, some faulty cables create errors which lead to pkt drops & slow responce
