An IBM i user profile has no special authority. But still the user profile can get access to System i Navigator and FTP, etc. How can we restrict them from getting those authority?

By using application administration in System i navigator that you can install for this purpose. It helps to limit user access to ftp server and client functions. By using this, you can grant/ deny access to the functions for individual user/for groups of users.

Are they accessing FTP from Navigator or the command line? There are a few ways to prevent them having access.

First thing to check is how authority to data file objects is set.
If *PUBLIC has access to the files they can access the data via any means they are authorised to.
Locking FTP access down can also be done through FTP Exit point programs.

If it's one user then you can try restricting the command(s) for the one specific user.

When security is set at the library or object level you should be safe.  Even though a user may be able to launch an FTP session it will still respect the object's authority.

In same cases users may have access to data via your application programs but you do not want them to be able to download the file, such as a customer or employee master.  In that case, pdraebel's
     suggestion is a good solution.

I believe there is a nice sample program at IBM's web side.
