To share a folder, right click on it, select “Properties” -> “Sharing” and set the appropriate share name and sharing permissions, then select the “Security” tab, and set the appropriate NTFS access permissions.

You could use the Microsoft Management Console (MMC) Active Directory Users and Computers snap-in to publish your shared folder by right clicking the domain (or any active directory container you want to publish the folder on), and selecting new->Shared Folder.
