It sounds like you have a misbehaved driver or program. Often, it's caused by some misconfigured email programs. First, remove all programs from the <b>Startup</b> folder. Reboot the machine and see if the problem goes away.
If the problem still exists, you can try to troubleshoot configuration errors by using the <a href="http://support.microsoft.com/kb/310560">System Configuration utility</a> in Windows XP.
