    That would depend on the software you are using. We need more information in order to assist you. My first suggestion would be to check with the user manual or vendor of your software package.

    What 2011, is it a System SW..... user creation/user activity, generally all r related to OS which general term is System SW. Are u an Administrator! then u have absolute right to monitor all user related activities. If not u don't have to right to do all of these jobs. It is better to ask to ur System Administrator/ who cares ur total system. However, for ur kind info, generally OS has Log file from where all the system related activities can disclose. However, a little bit of more info will help U.
