 user cals for windows server 2003
I purchased 25 more user cals for windows server 2003 to bring them up to 75 users from 50. I went to add the license, but it is setup as per user or per device. If i try to setup to add 25 more users per server, it gives me a warning that will violate the license agreement that allows for a one time change from a per server to a per device or per user configuration.  With this issue, How do I add the 25 more users so I can add more users into the active directory? 
When I initially setup the server it was set for per device. Then I changed it to per user. Can I go back to add the new 25 user cals?
Please help.

You don't actually need to add the user CALs into the system. As long as you have purchased them that is what matters. You can create as many user account as you want in Active Directory.
