Plz tell me what authorities one should have to get enrolled in the system distribution directory and how to grant them? When i was trying to copy a as/400 file to a PC location the error showed was "User not enrolled in system distribution directory.". thanks

First, you shouldn’t need to be enrolled in the system directory at all.
The reason you’re seeing the message is that you’re using a part of the system that is effectively obsolete and should be avoided. You are attempting to use the /QDLS file system, probably along with the CPYTOPCD command.
Instead, you should be using the /root file system and either the CPYTOSTMF or CPYTOIMPF commands. The directory that you copy into should probably be shared out to the Windows Network.
The /QDLS file system is an old DOS & OS/2 file system with 8.3 naming. Access to it and usage of it has been pulled back bit by bit by IBM for maybe 10 years. There may be no guarantees that it will continue to work with new MS Windows versions nor MS Windows Networking fixes.
Be prepared. If it suddenly stops working, you’ll need to have an alternative already available.
