That is, Microsoft doesn’t make alternative drivers available that they have compiled to run on the AS/400 series of systems.

The probable direction will be to have your RPG call Java procedures that can use the Microsoft JDBC Driver for SQL Server. I’m not aware of any other driver that Microsoft makes available nowadays, though they might have an alternative at a significant cost.
