Universal Installer is the best approach. Just use the setup.exe used when installing oracle

I have not used Windows. But I installed and uninstalled many times using UNIX. I recommend using Oracle Universal Installer (OUI). It guides you through the entire uninstallation and installation process. Oracle MetaLink has many papers describing the procedure. For uninstalling
select the Deinstall option on the first screen. If you provide me with your e-mail address, I can send you the papers that I have used.
