Unexpected Error has Occurred message in Outlook

When I try to send an email to ANY distribution list, I get an "Unexpected error has occurred", and I am unable to send. Emails to individuals are working fine.

You can resolve this error by creating a new list. Don’t try to select the DL automatically, because it will just pick up the old one.

Go to your contacts list and and select the new distribution list from there.
