Hi,
Part of my problem is I am unable to run any programs that calls the windows installer, so it’s difficult to uninstall hotfixes etc. It seems to be pointing to the windows installer but I can’t prove it.

Have you installed the Windows 2000 SP4 Rollup? If so, see if you can browse to the uninstall file in that directory and uninstall it. That rollup was a killer in certain situations.
Second, if you happen to run the APC software on those machines, see if you can wait long enough for Add/Remove Programs to come up (it took overnight in one case I had), and uninstall that APC software, then reboot. Later you can reinstall an update version of that program if needed.

Hi David,
Thanks for the update, I will check to see if I am running APC. I am running the SP4 rollup, actually I slip streamed it into my original SP3 and did an inplace upgrade and the problem persist, you can’t do an inplace upgrade with an older version that current installed version so it’s difficult to even revert to an older version of SP4. I will try the manual uninstall you suggested and see what happens.

That #^$^&$*&$** APC service this damm program was the culprit. I disabled the service and now all my programs are communicating. Thanks David you pointed me in the right direction.
I am a bit disappointed with APC as we are registered users of the software and we did not received any word/bulletins. There were no problems in the error logs either in the mean time I was taking windows apart and doing virus and spyware scan.
David, I am curious how did you find out about APC ?
