two networks two internet conections only want too use one

my problem is this i have my home network with a windows server 2003 runing DHCP, and providing the whole of my network with internet using two NIC cards, my next door neighbour wants too be able to access the files on my network the problem is he also has the internet and when he is conected to my network i do not want him using my internet connection is there any way of allowing him just file access? please help its doing my head in thanks in advance Josh

It is likely he is not using your internet connection and he already has one with a default gateway set to his local connection. Try a tracert from a machine in both sites and see if they follow the same path.
