How can I turn on VM guest OS's from the comman line using VMware esx 3.5?

From the command line you would need to know where the VM’s config file (vmx) is located.

To find the full path to the vmx file, you can run:

vmware-cmd -l | grep -i <the name of the guest>

or just vmware-cmd -l to list all of the guests.

Once you have the name of the .vmx file, you can run the command below:

vmware-cmd </vmfs/volumes/DATASTORE/VM_DIR/vm.vmx> start
