 Transmitting CCTV pictures to control room over secure wireless mesh network

Looking for best standards and practices, solutions to provide a external secure wireless mesh system for transmittal of streaming CCTV picture from around 25 buildings within a approx 15mile radius. to a control room. between 100 to 200 cameras and some BCM data.

Answer Wiki:
Simplest, cheapest way,

Each building uploads stream to secure webserver through encrypted virtual private network.

Then streams downloaded to main control room. Will probably need alot of bandwidth.
