I've done this as an FTP and as a save/restore via tape.
I remember saving the save file to tape as a SAVOBJ. I restored it on the 2nd box via RSTOBJ. Finally, you restore from the save file as you would if it were on the 1st box.

Why is it not working? Do you have a profile and password? Is connection refused or rejected?
Or is the savefile arriving as a physical file instead of as a savefile? You must transfer savefiles in BINARY mode.
Tell us something about why FTP doesn’t work. It might be easy to fix.

It might not matter what service that you use. It’s hard to tell without knowing your system environment. You should resolve the problem before deciding on a server.

Review possible causes such as the Cannot Log In to FTP Server at V5R3M0 Support document. (That applies to all recent releases.)
When you know why the error happens for that user profile and you correct it, then either FTP will work or you might use a different server.
