TFRJOB is a batch commad – it is not allowed interactively.

Actually, it is allowed interactively. However, looking at the help for the command, it is possible that you tried the command in a group job, which is not allowed. Enter TFRJOB on the command line and press F1 for help. Read through the help text and see if your job matches any of the conditions.

It would help if you supplied the message identifier so we wouldn't have to search for it. It seems to be CPF1315 which has:
    Message . . . . : Command &1 not allowed in this environment.
Cause . . . . . : The job in which this command was issued is a group job,
prestart job, batch immediate job, or a batch job in restricted state. This
command cannot be used in a group job, prestart job, batch immediate job, or
a batch job in restricted state.
All you had to do was ask for the {help} for the message and it would tell you that. In general, if you don't know how to ask the system for message help, you should not be authorized to transfer your job to QCTL. Tom

i’m facing this problem only some times. You would have the problem every time you ran the command from a "group job" environment. A job in the QCTL subsystem can have large effects on other jobs in the system. Because of that, experienced and knowledgeable users should be the ones running there. We would expect those users to know the most basic operations such as how to look at messages. It starts to become an ethical issue when we help someone do things they shouldn't be doing. We are giving answers to people we don't know. The message tells you why the TFRJOB command fails -- it fails because you can't transfer group jobs. How should we help? Tom

Well....i have checked under my Userprofile for any active group/batch jobs.but i did n't find anything related to that. Scenarion is Every day at 07:00 pm i used to push my session from QInter to QCtl successfully with out getting any error message at the bottom of the screen.but today while i'm doing my above activity i got the message."Command TFRJOB not allowed in this environment." apart from that i don't know ...

The system will not allow an interactive job in system-request state to be transfered. Only the original job can be transfered if there is no system request active. Do you get this error message; "Job not transferred. System request in effect for job." If so, just end your alternate job running in system request mode and the transfer should work.
