In order to setup the QA testing environment you have to know everything which the people who are setting up the production environment as the QA environment should be identical to the production environment.

What you need to know about the web and application servers depends on what are you going to test, and how your production environment is. As the above answer says, the QA environment should be identical to the production environment.
