For a static website (or a dynamic website), the test cases will depend on the functionality and purpose of the website. So as per the business/customer requirements each function will build up different test cases. This is for functional testing.
For performance and load testing, you need to create test cases to test the performance of each page for incremental users and check the upper limit up to which it works well within the permissible limits.
