Estimate the effort based on the activity.
Identify your tasks and derive a set of activities from each task.
Derive the effort for each activity by consulting with ur team members and identifying pessimistic, optimistic and mostlikely effort.

You can have a template like the following:

Task Activity Milestone Effort required for activity Startdate EndDate Status ..

Test Plan Preparation
                           Requirements Analysis
                           Scope Identification
                           Test Strategy (Test Approach) identification
                           Resource Requirements

Hi!

You can get help at www.econcinnity.com. They are offering free estimation service where the experts on the panel will work on your requirements and present with estimation figures (effort and schedule both). Figures will be shared for free but the details of how they arrived at those figures will be charged for. Its an excellent service (especially free portion of it). Atleast, you will be in a position to compare their figures with yours. It will be good for comparison purposes. Register as customer (free) and post your work.

They can ofcourse provide you with detailed report but that will be charged.
