Answer Wiki:
You may want to check the device description first. It has a parameter to control whether the device is online after IPL or not. Depending on how the device is used it could be a necessity to vary it off on one LPAR to make it available on another for use. However this depends largely on your situation.

In one system… and
for these systems and
when it doesn’t do the same on the rest

The rest of what?

Other systems? Other LPARs?

The question starts with singular “one system” and switches to plural “these systems”.

Please describe the environment. Also, please describe how the tapmlb01 device is related to the various systems.

Check the device description(s) to see if they’re defined as Online at IPL (ONLINE) *YES or *NO.

Also if this is a singular system the Vary online at IPL may be on the TAPXX device description also or may be already varied on. If TAPXX is Varied on TAPMLBXX will not vary on and vice versa
