While running a backup job on the AS400, the job was ended.  Now the status of TAP01 is FAILED.  Apparently, the device is still active?  Any ideas?

When I try to vary it off, I get this:
Device TAP01 not varied off.  Error occurred.

 --The device is active.

Recovery  . . . :   Do one of the following:                                       --Try the request again when the device is not active.                         --Use the default maximum wait time (DFTWAIT parameter) in the Change Job    (CHGJOB) command to increase the job default wait time.  Then try the Vary     Configuration (VRYCFG) command again.

You can try VRYOFF parm Forced vary off (*YES)
    and VRYON parm Reset(*YES).

You can check TAP01 status is "Operational" or not (using WRKHDWSRC *STG  9=Work with resource find TAP01).
If the status is not "Operational" ,maybe reset that IOP include tap01 interface or CALL the HW Engineer to fix it.

If your tape driver is standalong , you can do the folllowing first :
    1. You can check cable(power off ,reinstall cable...etc )
    2. Delete Tape Device descriptions, then power ON Tape driver.
    then  try again

    Good Luck
