Did you create your POP3 mailboxes in the Connector Manager first? If the mailboxes haven’t been defined, the connector is disabled and the service doesn’t start.

Are you asking if you can run iSeries Client Access on a Windows SBS 2003? My guess would be yes, but it would depend on the version of Client Access.
