Is there a way to pull the phone data off of a Cisco Unity Switch without a specific Unity server?

HI I just wanted to ask how can you lower down your expenses by using the GSM gateway? We are using an IP-PBX….and  if i can use the GSM gateway when calling a cell phone for free or can it lower the rate of the cellphone?
