WiFi – Roaming
Roaming is not a big issue. As long as you set them up with the same SSID, and use a controller, clients will roam automatically. I think the bigger issue is deciding on AP location, protocol (802.11a, g, or n), and AP manufacturer. Enterprise-grade wireless should do precisely what you need.

What Fax Server software you can recommend?
RightFax is the solution we use. It has Outlook integration and sends confirmation emails. You can create a shared Exchange mailbox and assign a fax number to it as well. Possibly a good solution for you.
