V-Lans VS Routers

To control network traffic when is it better to use V-Lans and when is it better to use Routers? Is the choice dictated by cost or by networking requirements. If so what are the requirements that would merrit V-Lans over routers?

Using ip helper-address on a vlan with two subnets

I am trying to get ip helper-address to be able to pull DHCP addresses from a super scope. Right now it will only pull from the subscope that matches the subnet of the primary subnet for the vlan. Does anyone know of a way around this? Or if there would be an adverse affect on the current DHCP...
