Hyper-V prioritizations vs. VMM prioritizations

Is there any documentation yet on how CPU prioritisation works in VMM. It’s not exactly clear. Honestly, the native Hyper-V system is much better. If it does exist … have you a URL? H/W OEMs to make Core installation possible
Is MS doing anything with h/w OEM’s to make Core installation possible. It’s not right now because h/w mgt software relies on a GUI being present. That`s why I never use Core for Hyper-V. This question is from the Microsoft Virtualization Chat on ITKnowledgeExchange.com
