software needed – usage reports for ISP customers

We are an ISP . So suggest me to use the software to generate the usage
graphs for customers . And also second thing is i want to use the bandwidth
by providing different ratios to customers like 1:1 , 1:2 .. 1:10 as
per the customer demand

Hi all
When I try to view usage and performance reports for our SBS 2003 server I get the following,
Configuration Error
Description: An error occurred during the processing of a configuration file required to service this request. Please review the specific error details below and modify your configuration file appropriately.

Parser Error Message: It is an error to use a section registered as allowDefinition=’MachineToApplication’ beyond application level. This error can be caused by a virtual directory not being configured as an application in IIS.

I did do a few things in IIS last week for another problem. How can I fix this?
