How can i move my terminal server cals to a new server

Can i move my terminal server cals to a new server then change the new server name & IP back to the old server? Software/Hardware used: windows 2003

We have an existing terminal server which is running the licensing server. I need to install another terminal server for a different application. Do I need to install terminal services licensing on the new server? Software/Hardware used: Windows 2003 SP1 HP DL 380
