backbone capcity limitations on pandemic telecommuting

A few years ago in the great Avian bird flu scare, it was stated that in the US, there was only 10% spare capacity in the telecom/internet infrastructure to handle telecommuters. Does anyone have any better analysis of this potential choke point?

I mean who do i structure the network performance unit in a telecoms company?I want to know how to review performance data;daily,weekly etc.Urgent assistance is needed please.
