What is the BEST Opensource/Freeware Bandwidth shaping software or OS out there? I run a SMALL ISP in a rural area (approx 150 customers) and I need a Bandwidth management solution that is FREE or very cheap!

Connect Direct Performance Throttle?
Will Connect direct behave like straight ftp; in that it will consume all available bandwidth preventing other data from following? Can Connect Direct be throttled to only use part of a directed Teleco line.
