What layer of the TCP/IP would ARP and RARP belong to

ARP translates Layer 3 addresses to Layer 2 addresses, and knowing fully well that it is not an IP-only or Ethernet-only protocol. Can anyone help with this, it's getting a bit confusing.

iSeries NetServer will not start and returns error code 3420

V5R2 5 - Start of the NetBIOS over TCP/IP failed with return code 3420. Our AS400 can see our network devices (ping them with ip or PC name) and also ping www.google.com Telnet is working fine.

We have an iSeries 270 with seemed to have lost TCPIP communication. The TCPIP interface info comes up with status 'inactive' when started. I have tried recreating the line controller with information from IBM but still says 'TCPIP vary on failed.
