Prevent *DTABASE Server From Auto-Starting

After we perform our weekly IPL I would like to prevent the *DATABASE server from auto-starting when TCP/IP is started until after we have completed our weekly processing. I don’t see this as one of the TCP/IP applications that you can change to prevent auto-starting. We run the STRTCP command, which I understand also performs the STRHOSTSVR command. So, how do you execute the STRTCP to bring everything up EXCEPT the *DATABASE server?

What is the minimum amount of user authority that can be granted to run the STRTCP command without handing over *ALLOBJ authority?

Change IQINTER/QBATCH to autostart outside of QSTRUP?

I’ve used DSPSBSD, and have seen the autostart option but it won’t allow me to change QINTER/QBATCH subsystems to auotstart, and also can’t get STRTCP to start communications and serves in autostart mode. I’ve tried to retrieve QSTRUP and can’t find the file. I’ve created a test CL program but it terminates abnormally during compile step. I have read DSPJOBLOG but can’t get enought clues to resolve compile problems. Is there a way to generate/cahange these subsystems(QINTER/QBATCH, * STRTCP into autostart mode without including in a cl program, thereby making an autoIPL without operator intervention possible except for monitoring for a clean IPL?
