Prevent *DTABASE Server From Auto-Starting

What is the minimum amount of user authority that can be granted to run the STRTCP command without handing over *ALLOBJ authority?

Change IQINTER/QBATCH to autostart outside of QSTRUP?
I’ve used DSPSBSD, and have seen the autostart option but it won’t allow me to change QINTER/QBATCH subsystems to auotstart, and also can’t get STRTCP to start communications and serves in autostart mode.
