Could anyone share or provide input on a comprehensive distributed software management policy and standards that prohibit non-developer access to source code and prohibit developers from creating executable code and placing it in migration folders (which then can be moved to test and production)?

I have made a program in VB 2005 with SQL2005 as back end. In the data base there are three fields which are unique id of a person. I want to display “Already Exist” message box when i enter an already existing id. matching all three fields and not allow duplicate entry.

Are there any free alternatives to the horrible web filtering software that we have been using called Websense? We have no real needs other than monitoring and blocking urls based on categories.
