It must detect when an object is one metre away, switch a circuit on, then as the distance increases to 2 two metres, switch off. Any ideas?

I have an office on the second floor and want to put my webcam facing over the front door so that the image pops up on my computer automatically so i know who is going in and out of the office. Any suggestions on specific inexpensive webcams and software i would need?
