My removable drive not using the complete 16gb volume, What needs to be done?

I have a 16gb memory card, formatted fat32, I am trying to add data, 8gb, I get a notice that there is not enough disk space. It is plugged into a usb port. What needs to be done to access the complete volume? Can this be reformatted ntfs? I tried there is no way that I can see to do it.

How to stop XP auto-open inserted media
