Send a notification when a system halt occurs afterhours

Due to downsizing we are getting system halts when we no longer have coverage in our operations dept. We are supporting 2 local i-Series and 3 remote i-Series. What is the best way to notify someone if a job halts after hours? Sometimes this has prevented our nightly jobs from finishing as well as system backups. Sending an alert notification by either e-mail or phone would be ideal.

I am getting the error: “the client could not connect to the remote computer. remote connections might not be enabled or thecomputer might be too busy to accept new connections. it is also possible that network problems are preventing your connection. please try connecting again later. if the problem continues to occur, contact your administrator.”

iam using w2003 server in dc with xp clients, and using internet through a router default gateway
